But five years later, where does the VA stand with implementing Kingdomware’s “veterans first” mandate, and how have the lower courts interpreted and applied the decision? Government contracts attorney Steven Koprince wrote a brief in Kingdomware’s favor and was in the courtroom when the case was argued.
